L'acquisition d'un bien immobilier est assortie de taxes au moment de l'achat, et par la suite, le propriétaire est soumis à une taxe municipale.
Ainsi, lors de l'achat d'un bien immobilier, le nouveau propriétaire paie l'IMT (Imposto Municipal sobre Transmissões Onerosas de Imóveis), qui correspond à un pourcentage dépendant de la valeur d'acquisition. Il est à noter que la valeur soumise à l'impôt est toujours la plus élevée entre le prix de la transaction et la valeur fiscale du bien immobilier.
Au moment de l'achat, il y a également une taxe de timbre, dont le montant correspond à 0,8 % de la valeur d'acquisition ou de la valeur patrimoniale fiscale (selon le montant le plus élevé).
Ces impôts sont toujours réglés avant la signature de l'acte d'acquisition.
Exemples :
Après l'achat, tous les propriétaires immobiliers doivent payer annuellement une taxe municipale appelée IMI (Imposto Municipal sobre Imóveis), généralement payée l'année suivant l'acquisition tant que le bien immobilier est en leur possession.
L'IMI est calculé sur la base de la Valeur Patrimoniale Tributável (Valeur Patrimoniale Imposable). Le taux d'imposition est approuvé annuellement par chaque municipalité et peut varier entre un minimum de 0,35 et un maximum de 0,40 appliqués à la Valeur Patrimoniale Tributável mentionnée précédemment.
Mais comment est calculée la Valeur Patrimoniale Tributável ?
La Valeur Patrimoniale Tributável est calculée comme suit :
VPT = Vc * A * Ca * Cl * Cq * Cv
La Valeur de construction (Vc) est une valeur de référence basée sur le coût moyen de construction par mètre carré approuvé par le Parlement/le Gouvernement. La superficie du bien immobilier (A) comprend toutes les surfaces annexes qui font partie du bien.
Dans une troisième partie, il existe des coefficients qui peuvent avoir un impact significatif, notamment le Coefficient d'Affectation (Ca), qui varie entre 1,2 et 0,35 en fonction de l'utilisation du bien immobilier :

Le coefficient de localisation (Cl) varie entre 0,4 et 3,5 et, dans des situations de logements dispersés en milieu rural, il peut être réduit à 0,35.
Lors de la détermination du coefficient de localisation, les caractéristiques suivantes sont prises en compte, notamment : a) Accessibilité, en tenant compte de la qualité et de la diversité des voies routières, ferroviaires, fluviales et maritimes ; b) Proximité des équipements sociaux, notamment les écoles, les services publics et les commerces ; c) Services de transport en commun ; d) Localisation dans des zones de forte valeur immobilière.
Le coefficient de qualité et de confort (Cq) est appliqué à la valeur de base du bien immobilier construit et peut être augmenté jusqu'à 1,7 ou diminué jusqu'à 0,5.
Le coefficient a une application différente lorsqu'il s'agit d'un bien immobilier destiné à l'habitation, comme indiqué dans le tableau ci-dessous.
