L'achat d'une propriété destinée à l'exploitation touristique a un impact considérable depuis toujours dans l'Algarve, et plus récemment dans des villes comme Lisbonne et Porto.
Les quartiers historiques de Lisbonne et Porto ont fait l'objet d'une réhabilitation urbaine d'une grande importance, avec une grande partie de ces maisons entrant sur le marché de la location saisonnière.
La demande de location de courte durée pour un appartement à Lisbonne n'est pas la même que celle pour un appartement à Vilamoura. Une ville comme Lisbonne est largement utilisée pour des séjours plus courts, ce qui a naturellement un impact énorme sur les coûts d'exploitation, mais offre également d'autres attractions.
Dans l'Algarve, les locations de vacances sont principalement utilisées pour des séjours d'au moins une semaine, et parfois plus longs.
L'activité de location de vacances repose sur la fourniture de services d'hébergement dans des propriétés résidentielles, comprenant certains services supplémentaires tels que le ménage et le changement des serviettes, similaires aux établissements hôteliers traditionnels.
La législation a subi quelques modifications, mais depuis 2014, cette activité repose sur une activité commerciale, avec une inscription obligatoire auprès de l'Administration fiscale et l'obtention d'une licence pour démarrer les opérations. La demande de licence peut être effectuée par le propriétaire ou parune tierce personne ou entité lorsque l'activité est exercée par eux.
Lorsque l'activité est exercée par le propriétaire lui-même, il est assez courant de sous-traiter certains services supplémentaires tels que le ménage, l'enregistrement des arrivées et des départs, ainsi que de payer des commissions aux plateformes telles que Airbnb, Booking, et d'autres. Il est également possible d'engager un agent qui sera responsable de la gestion de l'ensemble du processus, de la réservation au départ.
